Tom Keenan
is a founding partner, President and Chief Executive Officer
of Strategic Healthcare Initiatives. Mr. Keenan has over thirty
years of highly diverse insurance and health care management
experience. Under his leadership as Executive Vice President
and Chief Operating Officer, the Harris Methodist Health Plan
grew from a fledgling provider based HMO in 1990 to the second
largest Health Maintenance Organization in the State of Texas,
with over 260,000 HMO members and over 345,000 covered lives.
Mr. Keenan was directly responsible for acquisition of an
insurance company, which provided the vehicle for point-of-service,
life, indemnity and other insurance products and for the development,
and successful deployment of both Medicare and Medicaid risk
products. Under his leadership, the Harris Senior Plan grew
to the largest Medicare plan in North Texas with over 30,000
senior members and is Harris' most successful managed care
product line.
As Regional Vice President of Operations, Travelers Health
Network, Mr. Keenan was responsible for the operation and
oversight of fourteen (14) managed care sites in the Western
United States. Prior to that, he was Chief Operating Officer
for MetLife Health Care Network, where he was responsible
for the development of managed care networks across the Southwest.
Mr. Keenan holds a bachelor's degree in Business Administration
from the Indiana University. He is a member of the Managed
Care Advisory Committee for American Healthcare Systems and
Congressman Joe Barton's (US Representative-Texas) Health
Care Advisory Committee.
Larry Marrs
is a Principal and Health Care Management Consultant
for Strategic Healthcare Initiatives, and President of ANOVA
Benefits Management, a General Insurance Agency and subsidiary
of SHI. Mr. Marrs has over thirty years of experience in both
hospital administration and operations management for one of
the largest integrated health care delivery systems in the
United States. Prior to joining Strategic Healthcare, he was
Vice President of Operations for the Harris Methodist Health
Plan, a 345,000-member managed care company, a wholly owned
subsidiary of one of the largest integrated healthcare
delivery systems in the nation. During his tenure, Mr. Marrs
was responsible for the start-up and management of the
financially successful CHAMPUS Risk contract for the Fort
Worth-Dallas region. He also was responsible for leading the
development of Harris’ new management services organizations,
Harris Health, Inc. In this capacity, Mr. Marrs was
responsible for health plan operations support and sales and
start-up oversight for management services clients, which
included HMO start-up services for a multi-hospital system in
Mississippi.
Mr. Marrs holds a Masters Degree in
Management of Human Resources from the University of Texas at
San Antonio and is a Certified Managed Care Executive and
graduate of the American Association of Health Plan’s
Executive Leadership Development Program.
Paul Zigler
is the Vice President of HIPAA Consulting in the Dallas
offices of Strategic Healthcare Initiatives. He has devoted
the last three years to becoming an expert in the Health
Insurance Portability and Accountability Act of 1996. Mr.
Zigler frequently speaks on HIPAA for many groups including
the Texas Pharmacy Association, System Health Providers, The
Coalition of Health Services, the Colorado Academy of Family
Physicians, the Texas Organization of Rural and Community
Hospitals, and others. He is the architect of compliance
products for hospitals, physicians, chiropractors, pharmacists
and self-funded employers and has authored a continuing
medical education course for physicians in conjunction with
the University of Oklahoma. He has also authored a number of
articles for national and regional publications. His
compliance products have been endorsed by the Dallas County
Medical Society, Texas Pharmacy Association, Kentucky Pharmacy
Association, and others. Mr.
Zigler has thirty-one years of experience in the healthcare
arena including medical technology, forensic toxicology,
physician recruiting, managed care, operations and consulting.
Mr. Zigler attended Baylor University.
Denise M. Walraed
is the Senior Management Consultant and Compliance Director
for Strategic Healthcare Initiatives, Inc. With over seventeen
years of progressive healthcare compliance and management
related experience Ms. Walraed is uniquely suited to direct
the development and implementation of SHI’s HIPAA program
for Healthcare providers. Ms. Walraed has been directly responsible
for the compliance functions for regional and national Healthcare
organizations. Her expertise focuses on state and national
legal and regulatory issues for Commercial, state and federal
programs. Ms. Walraed has developed the benefit plans, evidence
of coverage, and Summary Plan Documents for HMO, PPO, insured
as well as self-insured plans. She has also built the template
for total state initiated programs. She has directed the development
of the COA’s for HMO’s, performed the maintenance
functions of growing Health Plans and engineered the complex
compliance programs for Texas Healthy Kids, and Children’s
Health Insurance Programs.
Ms. Walraed attended the University of Tennessee in Knoxville,
Tennessee.
